Karlo Nograles is a lawyer who found passion in public service. He believes that the government has a crucial role in ensuring that the country’s development is felt by everyone. He is now serving his third term in Congress and currently chairs the House Committee on Appropriations. Under his chairmanship, the Committee on Appropriations not only passed the 2017 and 2018 National Budgets in record time, but also ensured funding for the Free Higher Education Law. Now, students from our poor families have a chance at earning a college education. His leadership in the committee also paved the way for the much needed salary increase of our soldiers and policemen. He is also instrumental in providing free irrigation for our farmers and promoting the establishment of the Coconut Farmers and Industry Development Trust Fund.
Grounded on his belief that public service should transcend mere dole outs, Karlo Nograles has always focused on total human development, in empowering people with the opportunity and ability to create better lives for themselves and their loved ones.
He is best known for his commitment to Education being our greatest weapon against poverty and inequality. His brainchild Oplan Kaalam Scholarship Program remains one of the biggest educational assistance programs in the country.
He is also an advocate for technical skills and livelihood development and has established a strong partnership with TESDA for scholarships in technical vocational institutions as well as community-based livelihood training programs. For his work on the promotion of technical skills and livelihood development, he was awarded the prestigious TESDA KABALIKAT Award for Region XI in 2013 and again in 2015.
Karlo made history by implementing the most number of laws that substantially promote labor empowerment and youth employment when he served as Chairman of the Committee on Labor and Employment in the 16th Congress. He is the author of three landmark labor laws namely, Republic Act 10771 or The Green Jobs Act, hailed by the International Labor Organization as a first of its kind in the world; Republic Act 10869 or the JobStart Philippines Act which gives the Filipino better access and opportunities for employment and Republic Act 10741 strengthening the operations of the National Labor Relations Commission.
Karlo remains firm in his commitment and vision of community development through empowered citizens. He continues to work for programs, projects and legislation that give much needed attention to marginalized sectors of our community. Some of his current efforts include: establishing the National Feeding Program for Children, the act protecting senior citizens from violence and elder abuse, as well as increasing the salaries of our public school teachers. By empowering the marginalized sectors of the country, we enable more community-based activities thereby starting progress from the grassroots.
Karlo is the recipient of the Golden Globe Awards for Excellence in Public Service in 2015 and 2016. He was also awarded the Outstanding Congressman Award in 2012 and again in 2015 by the prestigious international award giving body, Superbrands Marketing International for exceptional leadership and community service towards nation building.
Born and raised in Davao City, Karlo’s sterling record as a public servant has made him a role model for his fellow probinsyanos proving that great leaders can come from any part of the country.

Karlo is happily married to Marga Maceda Montemayor, a social entrepreneur and advocate for women empowerment and the promotion of Mindanao. They are blessed with three children, Karlos Mateo, Kristian Massimo and Katarina Mikaelle.
