The House Committee on Appropriations has approved a substitute bill seeking the creation of one additional branch of Regional Trial Court in the Fourth Judicial Region to be stationed in the municipality of Rosario, Batangas.

The panel, chaired by Davao City Rep. Karlo Alexei Nograles passed the substitute bill to House Bill 3113, principally authored by Batangas Rep. Lianda Bolilia.

The bill amends Batas Pambansa Blg. 129, as amended, otherwise known as the Judiciary Reorganization Act of 1980.

Bolilia said the municipality of Rosario is one of the highest populated town in the province of Batangas.

“Because of the increase in population and the volume of cases filed in the present court situated in the municipality of Rosario, the court docket has been clogged and this has resulted in the delay in the resolution of cases, ” she said, noting that there are 2,500 cases pending in court.

She urged her colleagues to support the final passage of the bill.

“Approval of this bill is earnestly requested pursuant to Section 16, Article III of our Constitution which gives all persons the right to a speedy disposition of their cases before all judicial, quasi-judicial, or administrative bodies, ” Bolilia said.

The substitute bill provides that the Supreme Court shall assign the respective branch number for the newly-created branch.

It mandates the Chief Justice of the Supreme Court, in coordination with the Secretary of Justice to immediately include in the court’s program the implementation of the proposed Act. The funding shall be included in the annual General Appropriations Act.

According to the substitute measure, the funds necessary for the operation of the court shall be appropriated and released only upon the actual organization of the court and the appointment of personnel.
